冷酷どころか優しいと思います。几帳面なぶん抜けている部下のことが気になって気になって仕方なくてめんどうをみずにはいられないという感じです。

そういうシーンに入る時もむしろこちらがら口うつしをゆすってるので(課長はむしろ誘われる側です)いろんな意味で可愛くてしかたなくて許してしまう、抱いてしまう課長がむしろ可愛かったかな。
